Fix RichTextBotCommand SerialName to bot_command

Browse Source 
RichTextBotCommand.botCommand reused botCommandField ("command", shared
with BotCommand.command) but Bot API docs require "bot_command". Add
botCommandFullField = "bot_command" and switch RichTextBotCommand to it.
