feat(api)!: widen rich draft chat identifier

Browse Source 
BREAKING CHANGE: SendRichMessageDraft, sendRichMessageDraft, and the rich-draft send overload now accept IdChatIdentifier. Existing ChatId source calls remain valid; JVM signatures changed.
